something Samberg invented? He's wearing it on the boat and popping it during that part of the song like it's an ascot - but its not - pashmina is material generally used to make scarves - an afghan is a blanket... he's wearing it around his throat like some sort of fancy nautical themed broad necktie... So yeah - he thought an afghan was an ascot.
I'm sure a nautical themed pashmina afghan does exist somewhere - but you wouldn't wear it around your neck, if it does.

Pashmina is an exotic weave made of silk and cashmere that is used to make patterned scarved and shawls in Afghanistan. That's why they are called Afghans. A nautical-themed one simply has a pattern of or relating to the ocean. (In the video, Andy Samberg had one with an anchor pattern.)

Pashmina is cashmere and silk woven into a scarf. Afghan Pashminas are made in Afghanistan, and they are the 'traditional' pashminas. (They're really nice too!)
Nautical themed just means it's sea-themed.
So basically it's what you see him wearing in the video. Although his probably isn't real.
nautical themed pashmina afghan...well let's break this down. nautical theme would be anything ocean themed. sailboats, anchors, stars, etc. pashmina is a type of wool, usually used for autumn scarves. and an afghan is a type of rug, blanket, or shawl. i would imagine they mean a pashmina blanket knitted with nautical designs. for example, see the source pic.
Pashmina is like a scarf, ummm nautical means like anchors and sailors and all that, so a sailor themed scarf, umm not sure why they just added afghan in at the end....maybe cos afghan's wear them type of things? :L
