C – ( Electromagnetic Induction) Think of it like this rub a balloon on a woolly jumper and stick it to the ceiling its this sort of idea.
But in practice the question is silly, as electrons are moving randomly all the time, (typically at 10^6 m/s to be specific), though this question refers to their drifting velocity. Ie electrons move randomly within a localized area but at the same time they can collectively travel round (which this questions refers to coming to a rest, but they still locally move randomly.)
