I am a dog groomer in Michigan, and recently my boss reduced my work days from five a week to three due to the slow business. I usually groom about six dogs a day, which amounts to around 30 dogs each week, but now I'm down to only two dogs a day—just six in total for the week. This represents a significant loss of income for me, as I earn solely through commission. If I'm not grooming, I am not making any money. 
Currently, I am barely working part-time, and it is becoming increasingly difficult to pay my bills. I am actively seeking new employment opportunities, and I have submitted 20 resumes and applications in the past week; however, I have not received any responses. I genuinely want to find work and avoid being unemployed. 
Given my situation, how can I file for underemployment benefits in Michigan? Any advice would be greatly appreciated.

Maybe somebody from Michigan will have a better answer or know more about your state.

Usually in states that allow partial unemployment benefits the procedure for filing for partial unemployment benefits (what you are calling UNDERemployment benefits) is exactly the same as the procedure for filing for full unemployment benefits.
