640 x 480 are pixels, the size of the picture depends on the resolution of the output whether it's on screen or on a print.
At an average screen resolution of 72 pixels per inch the image would be approx 8.9 x 6.7 inches or 22.6 x 17 cm.
At a printing resolution of 200 dots per inch the image would be approx 3.2 x 2.4 inches or 8.1 x 6.1 cm.

That's the number of pixels. So how big do you want each pixel to be? You'd normally want a minimum of 100 per inch in any picture you print, so that will result in a print size of about 6 by 4 inches.
About 3.2 inches x 2.4 inches.. About the size of a wallet picture.
