I think it was D.  TheRoman army was no longer composed of the disciplined troops that built theempire but instead relied on mercenaries. They were not loyal troops but fought for money and treasure.  Apart from that was the lack of militaryleaders who were capable devising tactics to defend the Empire.

Rome faced constant attack after the Pax Romana because its army "was becoming less loyal to the emperor". This was mainly because Rome had been at peace for so long the soldiers did not have as much incentive to fight on demand.
