The correct answer is A.In his poem, "To a Sky-Lark," Wordsworth admires a Skylark and feels enchanted by his song. He feels that the bird must know something about the word that causes it to sing in such a beautiful way.He uses the rhyme of the words "singing" and "ringing" to put emphazis his wish to share the bird's experience.

The lark is the one that is doing the "singing" as it climbs up into the clouds. There is no bell ringing. It is the clouds and the sky as the lark flies through them. The sounds of "ringing" and "singing" as well as the repetition of "up with me" and the exclamation points give the poet a sense of joy and eagerness, not loneliness and hopelessness.
